Give sub resellers credits in blocks rather than an open tap. A capped balance is the only real control you have.
Watch the burn, not the count
A sub reseller with 40 customers who never renew is worth less than one with 12 who always do. Track their monthly credit burn.
Keep your own line running
You will hear about outages from your sub resellers first. Having a live line of your own means you already know.
Write the setup guide once
Your sub resellers will forward your guide to their customers. One good page removes half your escalations.

Can a sub reseller take my customers?
A sub reseller only ever sees their own lines. Your customer list stays yours, and your sub resellers cannot see the rest of your account.

That depends on how you configure their account. Most master resellers keep it off until a sub reseller has proven their renewal rate.
